If two identical devices are added (IP address, probe type, and parameter values are identical), and the probe type is Ping or one of the SNMP family of probes, the device is deemed to be identical. Identical devices "share" polling and are counted as a single device against your license maximum. If the devices are not absolutely identical, or use some other type of probe, the devices count individually against your license maximum.
